After thirty years as the first and only Republican to represent District 3 on the Alabama State Board of Education, Stephanie Bell has endorsed Kelly Mooney to fill the seat. This is Bell’s first-ever official endorsement of any candidate for public office.
Bell, who was first elected in 1994, has served eight terms, including one two-year term, making her the longest serving elected state school board member in state history.
“Not seeking re-election was a tough decision, but I am confident Kelly Mooney is well prepared to represent District 3 on the state board of education,” Bell said, adding Mooney’s conservative principles and local roots make her exceedingly qualified for a role of service.
“I encouraged Kelly to run,” Bell said, noting she first met Kelly Mooney in Montgomery more than 40 years ago. Kelly and Arnold Mooney, a Montgomery native, have been married for 41 years. They are blessed with three children and 11 grandchildren.
“Kelly has a heart for children and families. Her Christian faith, dedication to serving others, and solid education experience provide a strong foundation for Kelly as a new board member,” Bell added. “I look forward to voting for Kelly Mooney on March 5th!”

Kelly Mooney, a former administrator of 15 years at Briarwood Christian School, says her key issues include Parents’ Rights and Responsibilities, Fiscal Responsibility and Transparency, and a solid “Back to Basics” Foundational Curriculum.
Additionally, Mooney advocates for empowering parents in educational decisions, expanding school choice options, returning to traditional education methods, and ensuring fiscal accountability in education spending.
Bell said Mooney’s dedication to these critical issues aligns with Stephanie Bell’s longstanding commitment to improving education in Alabama. Stephanie Bell’s endorsement also highlights Mooney’s readiness to lead with integrity and conviction.
Alabama State Board of Education District 3 includes all of Bibb, Chilton, Coosa, Elmore, and Shelby counties and parts of Jefferson, Montgomery, and Talladega counties.
The GOP primary election will be held tomorrow, Tuesday, March 5, 2024.
