The City of Hoover and the Hoover Health Care Authority (HCA) announced late last week that the HCA has filed a Certificate of Need application with the State Health Planning and Development Agency (SHPDA) for an Ambulatory Surgical Center and Diagnostic Facility.
Alabama’s Certificate of Need program requires that certain health care service providers gain state approval through the application process before being able to offer or expand particular services.
“As the sixth largest city in the state, Hoover i located s home to nearly 100-thousand residents, however, we don’t have a strong medial presence. That changes today. We are going after what we believe is the national trend in health care and we are getting ahead of the curve,” said Hoover Mayor Frank Brocato.
“We were very methodical and strategic in formulating the request we are making in our Certificate of Need application. We talked with residents to get their input, we researched the various directions in which the healthcare industry is moving, and we commissioned a study that helped us determine the specific specialties we need in Hoover.”

“No doubt, this ambulatory surgical center will have a tremendous impact on the Hoover economy.”
Hoover HCA Attorney Colin H. Luke, an expert on the Certificate of Need process, discussed the HCA’s application.
“The Hoover Health Care Authority has today filed a comprehensive and well-
documented Certificate of Need application to present a compelling case to the Governor and the Certificate of Need Review Board. This application will be carefully studied by
SHPDA staff in Montgomery and presented through a public hearing at the State Capitol
in Montgomery,” Luke explained.
“The overwhelming supportive crowd today and the focused approach utilized by the Health Care Authority on health care and wellness for the future will help convince the CON Review Board that this project is sorely needed and that it will transform health care in our area.”
“The time has come for Hoover to be an innovative force for healthcare improvement and cost effectiveness.”
The development will be located in the Riverwalk Health & Wellness Village along a 90 acre tract near the Riverchase Parkway. It will also include 450,000 square feet of existing corporate offices and the Riverwalk Health & Wellness Center.
The City of Hoover created the Hoover Health Care Authority in 2021.
