The Alabama Policy Institute (API) Monday released a two-part position paper on the gas tax, the issue expected to dominate the upcoming state legislative session.
The first part of API’s five-page paper outlines “three guiding imperatives” the conservative organization recommends that any proposed infrastructure funding plan incorporates.
The next and final part of the paper is a gas tax proposal by API using their guiding imperatives. This proposal would be accomplished through two bills.
The organization concluded, “It is possible to be a conservative and still debate an increase in taxes. The Alabama Policy Institute believes that a package like that proposed, or something of equally creative measure, is very possible. In all humility, it doesn’t have to be this plan, but it should be something that resembles it and leans upon the three imperatives.”

The 2019 regular session of the Alabama legislature begins March 5. An exact proposal for a gas tax has yet to be finalized or prefiled, but the issue of infrastructure funding is at the forefront for Governor Kay Ivey and the respective leaders in the Senate and House.
