The Alabama House passed HB111 on Wednesday, creating the crime of human cloning and making violations a Class C felony.
The bill, sponsored by State Rep. Phillip Rigsby (R-Huntsville), prohibits performing or attempting human cloning, participating in cloning attempts, and shipping or receiving embryos or cells for cloning purposes.
The legislation does not restrict in vitro fertilization, fertility-enhancing drugs, or other assisted reproductive treatments unless performed with the intent to produce a child genetically identical to another human being.
“This is a piece of proactive legislation,” Rigsby said. “We just want to make sure we put some guardrails in place that we value life, that we don’t commoditize life.”
The bill now heads to the Senate.
