The Mountain Brook City Council held a special session on Tuesday morning to appoint Thomas Boulware as the new Chief of Police.
Chief Boulware has been a member of the Mountain Brook Police Department for over two decades. For the past three years, he has been the commander of the Criminal Investigations Division. He is a certified Alabama Peace Officers Standards and Training Commission Tactical Operator, having completed basic, advanced, and specialized schools for Tactical Operations. Boulware has also attended SLEDS, earned the FBI LEEDA Trilogy Award, and completed over 40 hours of training toward becoming a Certified Law Enforcement Executive Officer through CLEEP.
Boulware began his career with the Mountain Brook Police Department in 2003 after graduating from the Alabama Advanced Criminal Justice Academy at the Montgomery Police Department. He holds a Bachelor of Science Degree in Justice Science from the University of Alabama at Birmingham. Additionally, he is a Certified CVSA Advanced Examiner and a Certified Internal Affairs Investigator.
Throughout his career, Boulware has served in all three divisions of the department, holding roles such as Patrol Sergeant, Training and Hiring Sergeant, Tactical Team Leader, and Sergeant Detective. After being promoted to Lieutenant in March 2020, he served as the commander of the Administrative Division, where he managed projects like consolidating dispatch services with Shelby County 911, implementing new reporting software, and overseeing facility upgrades.
Before joining the police department, Boulware served in the United States Marine Corps, where he rose to the rank of Sergeant. He made multiple deployments with the 1st Battalion 8th Marines and the 26th Marine Expeditionary Unit (Special Operations Capable) as a squad leader, earning several personal and unit awards.
The official swearing-in ceremony for Chief Boulware will take place at the Mountain Brook City Council meeting on April 14 at 7 p.m. Community members are welcome to attend.
