Governor Ivey, Mayor Woodfin make appointments to finalize regional water works board

Governor Kay Ivey and Birmingham Mayor Randall Woodfin have named their appointees to a reformed regional water works board that will take the place of the Birmingham Water Works, which was transformed by state lawmakers in the 2025 legislative session.

The Blount County Commission and Birmingham City Council also named their appointees earlier this week, completing the full slate of appointments required by newly-enacted SB330, after appointments from Lt. Governor Will Ainsworth and Jefferson County Commission Chairman Jimmy Stephens last week.

Governor Ivey appointed Thomas “Tommy” C. Hudson, Jr. and Mayor Woodfin appointed Jarvis Patton, Sr. to the board. The Birmingham City Council appointed Commissioner Sheila Tyson.

According to Woodfin’s office, Patton’s track record, which includes leading organizational turnarounds and creating scalable systems for business growth, served in the City of Birmingham as Chief of Operations in the Office of the Mayor from 2010 to 2017, and as City Council Administrator from 1987 to 2002.

In her official order, Ivey appointed Hudson as a Jefferson County resident who has a, “general business background…and who furthermore is well experienced in business affairs, whether related to private, public, or nonprofit.”

State Rep. David Standridge (R-Hayden), first elected to the Alabama House in 2012, was the appointment of the Blount County Commission. A former law enforcement officer and longtime owner of Standridge Farms, he said in a statement that it’s a privilege to represent the interests of Blount County and to ensure “high-quality water service for the people of this five-county region.”

“My top priority will be to help restore public trust in the management of our water resources and to advocate for transparent, accountable leadership,” Standridge said.

“Together, we will work to deliver best-in-class service that meets the needs of our citizens today and for generations to come. I look forward to serving and to making a positive, lasting impact for all of our ratepayers.”
